Which Schengen country should I apply to?

You don't choose the "easiest" country. You apply to your main destination. Add your stops in travel order and we'll show you which consulate should handle it.

Your trip, in order

First stop = where you enter
  1. 1
    4 nights
  2. 2
    3 nights

You should apply to

France

It's your main destination: 4 of 7 nights.

Based on Article 5 of the EU Visa Code. The consulate confirms whether it's competent; purpose of travel can also decide the main destination.

How the rule works

Can I apply to the Schengen country that's easiest?

No. Under the EU Visa Code you apply to your sole destination, or your main destination by length of stay or purpose. Only when there is no main destination do you apply to the country you enter first. Applying to the wrong country can lead to a refusal.

What if I spend the same number of nights in two countries?

If no main destination can be found by length of stay, the purpose of the trip can decide it. If that doesn't settle it either, you apply to the country whose external border you cross first to enter the Schengen area.

Can I change my plans after getting the visa?

Your plans should match what you declared. Big changes, such as spending most of your time in a different country, may cause problems at the border or with future applications.
